JSC “IBOX BANK” conducts competitive bidding for the purchase of a Software

JSC “IBOX BANK” conducts a tender/competitive bidding for the purchase of software for the providing of services for remote identification and verification of Clients.

Description of the subject of the tender:

  1. Purchase of the software that ensures the establishment of the process of identification and verification of Clients in accordance with the requirements of the Resolution of the Board of the National Bank of Ukraine dated May 19, 2020 No. 65 “On the approval of the Regulation on financial monitoring by banks” (Appendix 3 of the Procedure for video verification).
  2. Easy and understandable software interface for conducting a video session for the Client and Bank employee.
  3. Placing the software on the internal information resources of the Bank, a flexible mechanism for setting up the software with the possibility of changes and modifications.
  4. The software must be compatible with SAB B2 and/or with the front system of the Bank InNova-pro.
  5. The possibility of integration with MobAPP and web resources.
  6. Storage of received video materials and photos of identification documents on the Bank’s resources..
  7. Creation of advanced digital signatures/certificates.
  8. Blocking, cancellation, and restoration of digital signatures/certificates.
  9. Creation of a pair of secret and open keys, calculation of open keys certificates and creation of the open keys certificate revocation, management of lists of the open keys certificate revocation.
  10. The main functionality provided by the software
  • Photographing a passport (in the form of a book, ID card, or foreign passport) and identification number via MobAPP and web resources;
  • Availability of a photo-fixing frame for obtaining the correct photo of identification documents of the Client;
  • The ability to read/recognize identification data of a document during a video session;
  • The ability to work with a sample of the identification document – a passport in the form of a book;
  • Taking a selfie of the Client with the passport and automatic comparison with the Client’s face in the photo and on the identification document;
  • A separate Liveness Detection module (checking the Client for “liveness”);
  • Ensuring the continuity of the video session. In case of a violation (work failure), automatically interrupt the video session and inform the operator about the need to reconnect the video session;
  • The ability to generate and send OTR - password during the video session;
  • Input and automatic verification of the OTR password entered by the Client during the video session;
  • Photographing the Client and saving photo files during the video session;
  • Multifunctional administrative panel for the operator, where sessions are displayed;
  • Display step-by-step stories of conducting a video session, and saving video and photo files;
  • Automatic recording of the date and time of the video session;
  • Having an ID number of a personal account (session).


Software delivery terms and conditions:

  1. The term of work on software integration and debugging is up to 12 weeks.
  2. Terms of payment with the software supplier:

20% - prepayment after signing the Agreement, 60% – after successful operational testing, and 20% – after successful piloting of the service on the product environment.

  1. The payment is made in national currency by non-cash transfer of funds.


Key criteria for selecting the tender winner:

  • compliance with the requirements specified in the section “Description of the subject of the tender”;
  • successful experience in implementing the service in banking / financial institutions on the territory of Ukraine.


Tender submission period::

March 9, 2022 to March 25, 2022 (inclusive).

Competitive offers that fully comply with the conditions of this tender announcement are allowed to participate in the selection of tenders.

Commercial proposals must be valid and will not be subject to changes by the participants of the tender that submitted them, until the full completion of the providing of services.

All tender documents must be written in Ukrainian, signed by an authorized person of the participant and certified with a seal (if available) and sent by 11.59 p.m. on March 25, 2022, in electronic form (scanned in PDF format) to the e-mail address [email protected]

All tender offers received by the organizer after the deadline for their submission, namely after midnight of March 26, 2022, will not be considered.

The winner of the competition will be determined by reviewing and checking the submitted proposals for compliance with the competition conditions which were set out in the tender documentation. Preference will be given to the supplier whose offer fully meets the specified requirements of this competitive announcement.

The results of the competition will be notified by the organizer to the participants of the competition by sending relevant messages by e-mail within no more than three working days from the date of the decision to determine the winners. The date of the meeting for consideration of applications and decision-making should take place not later than April 15, 2022.

Additional caveats

The participant of this general procedure (open competition) takes into account and agrees with the fact that the competition organizer has the right to demand from the competition participant additional documents and/or information confirming the compliance of individual provisions of the documents with the requirements and conditions of this competition announcement.

The participant of this general procedure (open tender) by sending documents for participation in the general procedure under this tender announcement confirms his understanding and agreement with the fact that the organizer of the tender may reject his tender offer if the offers of other participants contain more favourable terms, and that the organizer of the tenderer is not limited in accepting any other offer with more favourable conditions.


Competitive offers that fully comply with the conditions of this tender announcement are allowed to participate in the selection of tenders.

Commercial proposals must be valid and will not be subject to changes by the participants of the tender that submitted them.
